പിണറായി വിജയൻ സർക്കാർ സമാനതകളില്ലാത്ത നേട്ടമാണ് ഉന്നത വിദ്യാഭ്യാസ രംഗത്ത് സൃഷ്ടിച്ചിരിക്കുന്നത്.152 ഗവ:, എയ്ഡഡ് ആർട്സ് & സയൻസ് കോളേജുകളിലായി166 കോഴ്സുകളും, 8 എഞ്ചിനീയറിംഗ് കോളേജുകളിലായി12 പ്രോഗ്രാമുകളും, അഗ്രികൾച്ചർ യൂണിവേഴ്സിറ്റി ഉൾപ്പടെ 8 യൂണിവേഴ്സിറ്റികളിൽ19 കോഴ്സുകളും അടക്കം197 ന്യൂജെൻ കോഴ്സുകളാണ്, ഈ അദ്ധ്യായന വർഷംതന്നെ വിദ്യാർത്ഥികളെ ചേർത്ത് ആരംഭിക്കുന്നതിനായി സർക്കാർ അനുമതി നൽകി ഉത്തരവായിരിക്കുന്നത്. എല്ലാ കോഴ്സുകളും എയ്ഡഡ് കോഴ്സുകളാണ്. ( G.O. (Ms) NO. 389/ 2020/HEDN Dated, Thiruvananthapuram, 5.11.2020). നൂതന കോഴ്സുകൾ വേണമെന്ന മുഖ്യമന്ത്രിയുടെ നിർബന്ധ ബുദ്ധിയും, ഉന്നതവിദ്യാഭ്യാസ രംഗത്തെ കാതലായ മാറ്റമാണ് കാലത്തിൻ്റെ അനിവാര്യതയെന്ന അദ്ദേഹത്തിൻ്റെ തിരിച്ചറിവും, വലിയ സാമ്പത്തിക ഞെരുക്കത്തിനിടയിലും ധനമന്ത്രി ഡോ: തോമസ് ഐസക്ക് പ്രകടിപ്പിച്ച വിശാലമനസ്കതയും പിന്തുണയും ഈ സന്ദർഭത്തിൽ നന്ദിപൂർവ്വം ഓർമ്മിക്കുന്നു.
വിദേശ സർവകലാശാലക ളിൽ മാത്രം പഠിക്കാൻ കഴിയുന്ന കോഴ്സുകളാണ് പുതുതായി അനുവദിച്ചിരിക്കുന്ന പ്രോഗ്രാമുകളിൽ അധികവും. NSS മാനേജ്മെൻ്റ് സ്ഥാപനങ്ങൾ ഒന്നും തന്നെ യൂണിവേഴ്സിറ്റികളിൽ പുതിയ കോഴ്സുകൾക്കായി അപേക്ഷിക്കാത്തത് കൊണ്ട് അവരെ ഉൾപ്പെടുത്താൻ കഴിഞ്ഞിട്ടില്ല. അവർ അപേക്ഷ സർവകലാശാലകളിൽ നൽകുന്ന മുറക്ക് അത്തരം കോളേജുകളെയും ഗവ: പരിഗണിക്കും. നാക്ക് അക്രഡിറ്റേഷനെ അടിസ്ഥാനമാക്കിയും പ്രാദേശിക പരിഗണനകൾ കണക്കിലെടുത്തു മാണ് ഇപ്പോൾ കോഴ്സുകൾ നൽകിയിരിക്കുന്നത്. ഏറ്റവും ഉയർന്ന നാക് അക്രഡിറ്റേഷൻ ഉള്ള കോളേജുകൾക്ക് രണ്ട് വീതം കോഴ്സുകളാണ് കൊടുത്തിരിക്കുന്നത്. ഈ സർക്കാർ വന്നതിന് ശേഷം കോഴ്സുകൾ അനുവദിച്ച ഗവൺമെൻ്റ് – എയ്ഡഡ് കോളേജുകളെയും പരിഗണിച്ചിട്ടില്ല. (ഇവർക്ക് നേരത്തെ 50 കോഴ്സുകൾ നൽകിയിരുന്നു). ഗവ: കോളേജുകൾക്കും എസ്.സി, എസ്.ടി മാനേജ്മെൻ്റ് കോളേജുകൾക്കും കോഴ്സുകൾ നൽകാൻ നാക് ഗ്രേഡ് മാനദണ്ഡമാക്കിയിട്ടില്ല. അക്രഡിറ്റേഷൻ ഇല്ലാത്ത മറ്റൊരു കോളേജിനും കോഴ്സുകൾ അനുവദിച്ചിട്ടില്ല. നിശ്ചിത നാക് ഗ്രേഡ് ലഭിച്ചിട്ടില്ലാത്ത ഏതാനും കോളേജുകൾക്കും ഈ ഘട്ടത്തിൽ കോഴ്സുകൾ നൽകാൻ സാധിച്ചിട്ടില്ല.
പുതിയ കോഴ്സുകൾ നൽകുന്ന കാര്യത്തിൽ നീതി കാണിക്കാൻ ഗവൺമെൻ്റ് നൂറുശതമാനം ശ്രമിച്ചിട്ടുണ്ട്. ന്യായമായ പരാതികൾ ചൂണ്ടിക്കാണിച്ചാൽ അതും ഗവ: അനുഭാവപൂർവ്വം പരിഗണിക്കും. കേരളത്തെയും കേരളത്തിലെ ജനങ്ങളെയും ഒന്നായി കാണുന്ന ഇടതുപക്ഷ സർക്കാർ, വിവേചന രഹിതമായ സാമൂഹ്യഘടനയാണ് ലക്ഷ്യം വെക്കുന്നത്. കഴിഞ്ഞ രണ്ട് വർഷത്തിനടയിൽ എഴുനൂറ്റി അൻപതോളം സ്വാശ്രയ കോളേജുകളിൽ അപേക്ഷിച്ച എല്ലാ കോളേജുകൾക്കും 2019 ൽ ഓരോ കോഴ്സും, 2020 ൽ രണ്ട് കോഴ്സുകൾ വീതവും നൽകി. എല്ലാ കോളേജുകളിലും ഓരോ കോഴ്സിലും കുട്ടികളെ ചേർക്കാനുള്ള എണ്ണം (ഇൻടേക്ക്) സ്ഥിരമായി വർധിപ്പിച്ചും സർക്കാർ നിർദ്ദേശം പുറപ്പെടുവിച്ചിരുന്നു. അങ്ങിനെ ആകെമൊത്തം 45,000 സീറ്റുകളാണ് ഉന്നത വിദ്യാഭ്യാസ സ്ഥാപനങ്ങളിൽ അധികമായി LDF സർക്കാർ സംസ്ഥാനത്ത് സൃഷ്ടിച്ചത്. കേരള ചരിത്രത്തിൽ ഇതൊരു സർവകാല റെക്കോർഡാണെന്നതിൽ സംശയമില്ല. സർക്കാർ, എയ്ഡഡ് കോളേജുകളിൽ പുതിയ കോഴ്സുകൾക്കായി പഠിപ്പിക്കാൻ നിയമിക്കപ്പെടുന്ന ഗസ്റ്റ് അദ്ധ്യാപകർക്ക് 5 വർഷം സർക്കാർ തന്നെയാകും ശമ്പളം നൽകുക. അത് കഴിഞ്ഞാകും സ്ഥിര തസ്തികകൾ സൃഷ്ടിക്കുക. “തുടരണം ഈഭരണം, വളരണം ഈനാട്”.
പുതിയ കോഴ്സുകളുടെയും സ്ഥാപനങ്ങളുടെയും വിശദ വിവരങ്ങൾ താഴെ കൊടുക്കുന്നു. ബന്ധപ്പെട്ട സർക്കാർ ഉത്തരവിൻ്റെ കോപ്പി ഇമേജായും കൊടുക്കുന്നുണ്ട്. ഈ കോഴ്സുകളിലേക്കുള്ള വിദ്യാർത്ഥി പ്രവേശനം ഉടൻ നടക്കും.
